I'm an animation student from Singapore hoping to do voice over for animation in future, how should I start on building a vocal portfolio? What is the market looking for in the portfolio?

Are fandubs allowed?

FYI :There aren't any voice acting classes here in Singapore sadly.

There are LOTS of places on the 'net where you can take classes and workshops and DIY books.  Check out http://www.navag.org.

To build up your demo reel the best thing to do is check out all the different places (do a google search) that create machinima. They are ALWAYS looking for voices for their various characters.  When you're first starting out, the more you do, even if it's non-paid the more experience you get AND the more you have to pick and choose for your demo reel.
