On "reply to job" page... what does the "submitted/responses info" in upper right corner mean?

Most job postings will list something like "submitted 0 of 82 responses."

What does this mean???

The figure on the right is how many people have auditioned for the job. The number on the left is the place your audition was.

So 9/36 means your audition was the 9th one submitted out of 36 auditions
