"Wall to wall", regarding voiceover in a commercial usually means that the same actor reads the entire spot - the announcer copy, the body of the script, and the tag. As I've also seen it used, wall-to-wall can also mean the voiceover portion of a script covers the entire length of the project (without added space for music or visual).
