cities are like living things. They change and grow. Cities get bigger. When the number of people living in them goes up, the city has to grow to make room for them. A city can grow by spreading out new streets and neighborhoods rise up on the edges of the Old City. They become part of the city in time, more streets and neighborhoods air built.
