the West was a promised land of great opportunity, which many found. However, upon their arrival, they were faced with many problems mandates thieves, robbers and other unsavory types that had little oversight. The Western towns would call the marshal, who would usually arrive in 2 to 3 weeks, sometimes as quick as 2 to 3 D's. Bad characters will come and go no matter the time. These thieves and others with bad intentions move about a construction site causing costly problems.
