Another legacy observed on a local level is that of Parren James Mitchell. A Maryland native, Mitchell demonstrated at an early age a dedication and commitment to serving others. From his humble beginnings in Baltimore, Mitchell had a first hand understanding of what it meant to seek and fight for social equality and justice.

In 1952, after receiving his M.A in sociology from the University of Maryland Mitchell spent his early professional career in Baltimore, where he served in positions to help the people of his community at a grassroots level, establishing housing and other social change initiatives. With such a strong track record in community action and support, Mitchell was elected to Congress in 1970 representing Maryland’s 7th district. He was subsequently re-elected to seven succeeding congresses through 1987.

As one of the original founding members of the Congressional Black Caucus he assumed an active and visible role in the development and surge of the black political movement of his time. Throughout his career Mitchell continued to show his dedication to addressing social inequalities and the plight of minorities. This legacy continues today with federal funds allocated specifically for minority workers and their families.


Integrity, spirit, generosity, strength, commitment, humor and kindness – to embody these qualities would be an honor for anyone. These qualities have been used to describe Thurmond Bernard Woodard, a visionary leader whose values of inclusion and collaboration exemplified him as an admired leader among his peers and colleagues.

Thurmond Woodard spent his professional career in the fields of finance, marketing, and human resources. His dedication to fostering a culture of respect and integrity made him stand out as a leader. Woodard’s successful business practices and respectful leadership qualities led him to become a member of several organizations. Woodard served as a board member of the Congressional Black Caucus Foundation, where he was able to implement his sensible counsel, tireless dedication and endless optimism.

Throughout his career, the hallmark of Woodard’s leadership was his strong egalitarian values of respect and inclusion. In every position he held, this legacy was able to positively impact those around him.
