It's the Sunday morning of Notting Hill Carnival, Europe's biggest street party, which takes place each year in West London. Many of the wealthy new residents drive off to their country houses. Others stick around and get stuck in. But beyond the blaring music and booze soaked streets, there's a kind of secret history to the carnival, a deeper story about how the times have changed in London or haven't changed at all.
