What are your suggestions on setting up a home studio? Are there any tips on doing so on a small budget to get started?

For my home studio, I made an excellent set-up on a low budget using a USB microphone, pop shield, microphone stand, and a Auralex MudGuard Vocal Isolator. The MudGuard isolates your microphone and gives it a pretty clear sound, without you needing to insulate a whole room- instead, it just goes on your mic stand and wraps around the microphone. Very good for a starting set-up! And once you upgrade, it can be used as a mobile booth for when you're on the go- same with the USB mic, which will become a great travel mic if you upgrade your home microphone.
