The answer cannot be given in terms of certain types of substances, which have X effect but rather must be defined by the way in which is substances used. But once plucked from the ground, taken home and infused in salt water, the resulting broth can be rightly called a drug because when consumed it, we'll have a psychoactive change in the consumer.
