Air Force textbook 2.7 Army Air Corps, 1926 to 1947 enlisted men participated in a range of experimental work including altitude flights, blind flying, aerial photography, cosmic ray research and the development of the parachute, whether they were selected or volunteered. Enlisted men were the first to try out new parachute designs and they eventually took over most of the testing and training. The most prominent enlisted parachutist was Sergeant Ralph Boreal who tested the first backpack style free fall parachute. 19 May 1919 boreal eventually became chief parachute instructor at Kelly Field Texas and earned the distinguished flying cross in 1933 for service as an experimental parachute tester.
