Aloha and thank you for listening and viewing the annual tenants Stormwater Awareness Training presented by the State of Hawaii Department of Transportation Harbors Division. Please ensure the provided questionnaire and survey are completed and sent to the harbor's division upon completion of this training video. The purpose of this training is to assist harbors tenants and users at both Honolulu Harbor and Calello a barber's Point Harbor in complying with applicable environmental laws and regulations and harbors Stormwater Management program Discuss best management practices, or BMPs, that could be implemented at attendant facility to prevent illicit discharges and reduce impacts to stormwater runoff. Learn how to respond to spills that occur within a 10 at least space. Discuss the requirements for construction and post construction projects managed by tenants on harbors, property and, most importantly, learn how to be good stewards to our environment while completing everyday responsibilities at the harbor. Our gold as good stewards is to ensure that our coastal waters air clean for everyone to enjoy. Clean water is a vital importance for our own use as well as to the fishing and tourism industries. Further, it is our responsibility to protect our wildlife, including many only found here in Hawaii. Back in November 2014 the Hawaii Department of Transportation entered into a consent decree with the Department of Justice, United States Environmental Protection Agency and the Hawaii Department of Health due to alleged violations of the Clean Water Act at Honolulu Harbor and call a low a Barber's Point Harbor. A copy of this consent decree can be found on Harbors, Website indicated on this slide. Under the consent decree, Harbors Division was required to implement various measures that will improve the management of stormwater runoff. In doing so, Harbors have created environmental policies that further enhanced our own stormwater management program that tenants and users of the harbors must abide by. Harbor's tenants must comply with the harbors division environmental policies. This includes the director of transportation's policy, which aims to make the whole I Department of Transportation a leader in environmental compliance, as well as harbors programs which are detailed in the storm water management plan, or swamp. Additionally, all tenants must comply with applicable rules and regulations listed in the slide. The Clean Water Act was established in 1972 to create a basic structure for regulating polluting discharges into waters of the U. S. This act gave the Environmental Protection Agency or E P. A. The authority to implement pollution control programs, making it unlawful to discharge any pollutants from point sources into navigable waters. Unless a permit is obtained in Hawaii, the E P A has delegated authority to the Department of Health Clean Water Branch to administer the National Pollutant Discharge Elimination System or in PDS permit program. The NPD S permit program is a requirement under the Clean Water Act under the Code of Federal Regulations, Title 40 Part 1 22 and Hawaii Administrative Rules Chapters 11 54 and 11 55 H. A R 11 54 establishes the state water quality standards, which protect the water body for its determined use. It is important to remember that everyone must comply with H A R 11 54 regardless if they need an NPD s apartment or not. The Department of Health Clean Water Branch enforces H. A R 11 54 and H. A R. 11 55 through Hawaii. Revised statutes Chapters 3 42 d, which authorizes dio age to impose penalties and fines against any person who discharges or otherwise causes or allows pollutants to interstate waters. The Department of Health Clean Water Branch issued to NPD ES notice of general permit coverage, or NGPC permits to the harbor's division for their small municipal separate storm sewer systems or small M S, fours at Honolulu Harbor and Kali Low a Barber's Point Harbor. The Department of Health Clean Water Branch has adopted the NPD s general permits as appendices to H. A R 11 55. Appendix K covers discharges of stormwater and certain non storm water discharges from small M S. Fours. Both apartments are currently under an administrative extension. As with all laws, there are penalties and fines associated with non compliance. One of the requirements of the NPD ES permit is to develop, implement and enforce a storm water management plan or swamp the Harbors division. Swamp was created for both Honolulu Harbor and Kahlua Barber's Point Harbor. The goal of the swamp is to minimize the discharge of potential pollutants from entering the permit ease small M s, fours and adjacent harbors in order to protect the water quality and satisfy the appropriate water quality requirements of the Clean Water Act and 2014 consent decree. The swamp includes six minimum control measures that EPA considers essential for success and makes up the Harbors Division Stormwater program. The six minimum control measures include one public education and outreach to public involvement. Participation three. Elicit discharge, detection and elimination. Four. Construction site runoff control. Five. Post construction stormwater management and new development, redevelopment and six Pollution Prevention and Good Housekeeping 10 Inspections fall under Section B I. D d. Stormwater runoff is precipitation that falls from the sky as rain or snow that melts and runs off the landscape. Bourbon development has increased impervious sources diverting rain into the M S. Four. Instead of infiltrating into the ground, storm water runs off the landscape, picking up pollutants. How exactly does activities conducted at an industrial facility impact the environment? Impacts can occur when stormwater runoff carries pollutants from facility spaces to nearby storm drains or waterways. One storm water has entered the M S four. It flows and discharges directly to the adjoining harbors. Therefore, it is essential to control and manage potential pollutants at their source before they enter the M s four and pollute our harbor waters. What exactly is an M s for an M s. Four is a system of conveniences that is designed or used for collecting or transporting storm water and eventually discharges to surface waters in Hawaii. Anything that enters the M S four eventually makes its way to our oceans. It is important to remember that the M S four is not a combined sewer, which means any pollutants that enter the M S four is discharged to our oceans without prior treatment. One potential source of pollutants is from an illicit discharge and illicit discharges. Any non storm water discharge that poses a risk to the environment. An easy way to remember this is that Onley rain should enter the storm drain. The pictures on the slide provide examples of illicit discharges that should be avoided, such as oil chemicals such as pesticides, sediment and green waste. There are many common pollutants that may be generated from facility activities, materials and wastes that are stored on site
