The Palm Beach County Sheriff's Office arrested a man charged with lewd and lascivious behavior this morning at the site of the South Florida Fairgrounds. Calls to 9 11 began to come into the sheriff's officer on 10 a.m. about a suspicious man lurking about the fairgrounds and exposing himself. Charles W. Rothman, 34 of Lake Park was taken into custody and booked on suspicion of sexual misconduct, and a host of other offenses is being held in lieu of $15,000 bond. The state Department of Agriculture is offering a new and improved mosquito deterrent to area farms and plant nurseries.
