USC Sol Price School of Public Policy is proud to present Leonard Schaeffer with its inaugural Psalm Price Award at age 28. Leonard Schaeffer. It was appointed to lead the Bureau of Budget for the State of Illinois. From there, he went to Citibank as a vice president and later was recruited by Joseph California, then secretary of H E W, to be assistant secretary of management and budget under Jimmy Carter's presidential administration. After serving his assistant secretary for management and budget, Leonard was soon appointed to head one of the largest federal government agencies, the Health Care Financing Administration, overseeing all Medicare and Medicaid programs. In 1986 Leonard Schaeffer joined the Blue Cross of California as president and CEO. He turned around the nearly bankrupt company and converted it toe WellPoint in 1993 growing the value from 11 million toe over 49 billion. Under Schaefer's leadership, WellPoint was selected by Fortune as America's most admired healthcare company for six consecutive years named by Business Week, is one of the 50 best performing public companies for three consecutive years and identified by Forbes magazine, is America's best large health insurance company. Schaefer was selected by Business Week, is one of the top 25 managers of the year by worth as one of the 50 best CEOs in America. After transforming Blue Cross Toe WellPoint, Leonard Schaeffer established the California Endowment and the California Health Care Foundation to philanthropic organizations that expand access to affordable quality health care for underserved individuals and communities, and promote fundamental improvements to the health care status of all Californians. In 2009 Schaefer established a new research center at USC, the Schaeffer Center for Health Policy and Economics. The Schaeffer Center for Health Policy and Economics emphasizes an interdisciplinary approach to research and analysis to promote health and value in health care delivery and to support evidence based public policy.
