poverty is changing. Extreme poverty in most countries is falling a better future for millions, a reason for hope. But for people living in the shadow of instability and conflict, it's a different picture. Often in countries with weak governments and institutions facing a volatile and insecure environment, they are also challenged by rising poverty. Just 10% of the global population lead in these fragile settings, but by 2013 up to 2/3 of the people in extreme poverty will be leaving. In these areas.
