a lo and welcome to Pinkerton insights for the week of March the 25th 2019. Each week we break down international news in or four quadrants of risk and provide ways. Human, your company can mitigate those risks for the definition of our risk quadrants. Please download our risk index report in the Resource is section of pinkerton dot com. We start this week with hazard and event risks in Africa. At least 200 people died and dozens disappeared across Mozambique, Zimbabwe and Malawi due to a tropical cyclone die that made landfall last week. According to the United Nations, the cyclone is affected around 1.5 million people across the three African nations. The most affected countries were Mozambique and Zimbabwe, where infrastructure including hundreds of homes, hospitals, schools, businesses, roads and bridges were destroyed due to massive floods. Thousands of people have been displaced, and the climate a logical conditions have impeded the rescue operations to arrive in diverse places as some areas are not yet accessible. The most affected city was be raw, where the electrical network was ruined and the international airport was forced to close. The International Federation of Red Cross estimated that around 90% of the city was destroyed. On March 17th approximately 200 students, teachers and staff that were trapped in a school at Chimanimani City, Mozambique, were rescued by soldiers. Agencies of the U. N of the Red Cross were serving with rescue operations and had delivered medicines and food supplies by helicopter. Pinkerton assesses that the number of deaths is highly likely to increase in the near future as several people were trapped and the rescue operations have been obstructed in some areas. We find that the recovery of the affected cities will likely be hard and delayed, given the extensive infrastructure damage. Additionally, the local economy of the affected nations is highly likely to be impacted in the short term. Moreover, a humanitarian crisis could be expected due to the large number of people that were forced to leave their homes. We assess that international organizations are likely to reinforce the dialogue and look for better mechanisms to combat climate change. We advise all clients to take into consideration that currently adequate security and transportation conditions are not available in multiple areas of Zimbabwe, Malawi and Mozambique, which will highly likely make any logistics and travel plans difficult. Last week, it was reported that Dutch authorities have continued investigating the main suspect and two other people regarding the shooting that took place at Central 24 October Plane Junction in You tracked where three people died and five people were injured. Authorities declared that it is likely that the attack was driven by terrorist motives as the suspect did not know any of the victims and they were not involved in a familiar or romantic dispute. The suspect is a 37 year old man who had been previously charged with robbery, theft and rape and was released conditionally on March the first even though the terror threat level has been downgraded from 5 to 4 after the suspect was arrested in You tricked, we assess that authorities will likely continue implementing extreme security measures within the province and across the country. The suspects motives to perform the attack remain unclear. We recommend clients with operations in the region to monitor any updates about the you trekked attack. Additionally, it is advised to exercise caution and to follow the authorities instructions. Furthermore, we advise clients in the Netherlands to consider delays or disruptions on operations due to the increment of security measures in the country. In Italy, local authorities rescued 51 students and their supervisors who were abducted last week near Milan by the driver of their school bus for reports. The driver hijacked the bus for 40 minutes and threatened the supervisors with a knife while ordering them to tie the Children's hands and confiscate their cellphones. However, some students were able to call their parents in the police to ask for help. The bus was stopped moments later by a Carbonari National Gender Mayor blockade. The driver also threw gasoline on the floor and lit it on fire after being stopped by police officers. The rescue team reported that no one was severely injured, but 14 Children struggled with smoke inhalation. According to witnesses, the driver claimed that this incident was an intent to protest against Italy's new migration policy. We assess that this incident was likely an immediate response to the events that took place on March the 19th when the Italian government denied a boat with 50 migrants to dock and limp Dusa island. Since the right populist coalition, the League party and five start movement came into power in June of 2018 the government has started a strict anti migration policy. We find that after the hijacking, it is possible that the Italian police will increase security measures nationwide in the short to medium term. We recommend clients established in Italy, especially in the northern region, to monitor any updates in case it could affect their operations and to consider possible delays or disruptions on logistics due to the increment of security measures. Furthermore, we advise clients to exercise extreme caution and situational awareness and a follow authorities instructions in case of an incident next up operational and physical risks. Pilots of the Indian commercial airline Jet Airways released a joint statement last week in which they notified their intention to carry out a walkout on April. The first, the pilots decided to announce an industrial action because the company is not released information regarding its strategy to secure payment of the personnel salary. Currently, Jet Airways has been negotiating a deal to avoid bankruptcy and to ensure its continuation in the aviation industry. After a meeting with the company, the Directorate General of Civil Aviation announced that because of the available fleet, the company will only carry out 985 national and international flights per week. However, this situation might change. If Jet Airways does not reach an agreement with the pilots, we find it likely that they'll carry out the announced strike on April the first in that scenario, we assess of the industrial action will likely result in delays and cancellations of services in the short term. The latter will possibly further complicate the logistical operations of the Indian company in the country and in others where it offers services. At present, there already have been several complaints by passengers whose trips were canceled just a year ago. The company operated 650 flights per day, whereas nowadays it typically operates 140. We recommend clients relying on Jet Airways services to follow on developments of the announced strike. New clashes between police officers and protesters took place in Paris last week during the 18th yellow vest protest. According to the Interior Ministry, approximately 32,300 people demonstrated throughout France. However, violent events were only reported that the capital city where 10,000 demonstrators vandalized the Champs Elysees Avenue. Local authorities reported that protesters attacked a bank in more than 80 restaurants and stores. The government has informed that 17 police officers were injured in 129 people were detained. Additionally, President Emmanuel Macron informed that the government would take strong actions to prevent further violence. We expect the protests to continue in the medium term is the efforts of the French government to create a national debate that would likely stop the violent protests ended on March the 15th with minimal results. Moreover, French authorities have alerted that a group known as the Black Blocs are radicalizing and inciting violence during the demonstrations.
