Interaction with haves and consumption of contaminated fish and water can lead to death of livestock and pets, contaminated crops and a wide range of illnesses and humans. Economic losses tied to treatment of haves and loss of tourism have exceeded billions of dollars. The potable water industry has increased costs associated with water treatment and lack of production during blooms. Infected waters are hazardous to human, animal and environmental health. Freshwater edible fish are starting to accumulate the toxins. Bio magnification of toxins taints crops and reduces yields in closed beaches, reduced tourist revenue and stigmatized impacted beaches. In the United States, every coastal state has had halves over the last decade, and across New York, halves have increased over the last decade and continue to threaten drinking water quality and recreational activities. More than 170 water bodies in New York experienced halves in 2018 resulting in over 100 beach closures. In 2019 the New York State Department of Environmental Conservation tracked more than 1000 toxic blooms in upstate New York lakes. In central New York, several bodies of water reported halves In 2019 Governor Cuomo has launched a $65 million initiative to protect New York's water bodies from the impacts of haves. 12 priority water bodies are chosen for the development of Action plans to reduce pollution sources that spark halves. New York will also give $60 million in grant funding to help implement the action plan.
